Opening too small

We bought 18 mos size for our 12 mo. Doesn’t fit over his head. His head is in the 65th percentile for 12 mo so not a huge head! We ended up cutting a notch in the neck. Garment is snug on him at 13 mo so I’d recommend sizing way up. He’s in the mid 50s percentile for height and weight at 12 months, so pretty average sized baby.
